gruppi di acquisto ma la merce ordinata è rimasta bloccata in dogana e di fatto non è mai stata consegnata. G.F. : Il presidente della Regione Calabria Jole Santelli, in contrasto con le decisioni assunte dal Governo, a fine aprile ha emesso un’ordinanza con cui accelerava la riapertura. Il ministro per gli Affari Regionali Francesco Boccia ha però impugnato l’ordinanza. Io ritengo fosse necessario far ripar- tire un’economia già in difficoltà, con gli opportuni accor- gimenti naturalmente, in quanto il numero dei contagi, già molto basso, era in fase decrescente. Com’è l’accesso ai finanziamenti e al credito nella sua re- gione? F.I. : Al momento i tempi di attesa per essere ricevuti dalle banche sono ancora molto lunghi. Alcune aziende hanno ricevuto dei finanziamenti velocemente, altre invece hanno incontrato dei problemi con la documentazione. Le iniziative promosse per il rimborso delle spese sostenute per l’acquisto dei DPI sono state poi un fallimento totale a causa dello stanziamento di fondi insufficienti. G.F. : L’accesso al credito in Calabria è stato sempre diffi- cile, oggi più che mai. Le banche si sono trincerate dietro la scusa del rischio che queste agevolazioni potessero fornire risorse ad aziende poco trasparenti. Questi ritardi, però, hanno portato alla chiusura di piccole realtà economiche e alla perdita di posti di lavoro con tutte le conseguenze legate a questo fenomeno. Sarebbe opportuno che la parte sana dell’economia calabrese possa accedere al credito in maniera rapida per ripartire prima che sia troppo tardi. Quali sono i fattori indispensabili alla ripresa nella sua regione ? F.I. : In primo luogo le assemblee condominiali. Oc- corre anche che si stabilizzi la situazione dei contagi perché vi sia una ripresa delle attività commerciali, che sia erogata la cassa integrazione e che si sblocchino i lavori pubblici. G.F. : Occorre far ripartire le opere pubbliche e incentivare tutte le iniziative legate allo sviluppo del turismo. Reggio Ca- labria è uno dei rari capoluoghi ad avere il mare balneabile in centro città. Basterebbe incentivare le risorse del territorio rendendolo appetibile agli investitori esteri in quanto la Ca- labria ha un patrimonio naturalistico e un clima eccezionale da valorizzare. Naturalmente bisogna snellire le procedure del credito e far ripartire i tribunali civili necessari a garantire la sicurezza dei crediti. Chescenarioipotizzaperiprossimimesinelsuoterritorio? F.I. : L’incertezza nel post covid è molto elevata e quindi penso che lo scenario non cambierà per il momento. Sarà una ripresa lunga ma molto dipenderà dalle decisioni del Governo. G.F. : Può sembrare assurdo, ma è così, noi siamo in una situazione di vantaggio rispetto alle altre regioni perché la Calabria era già al limite. La crisi da covid ci ha colpito ma non come in altre regioni. Mi auguro che lo Stato in- tervenga e che ci sia una ripresa importante e tempestiva per tutta l’Italia. How easy is it to access loans and credit in your region? F.I.: At the moment, the waiting period to access banks is still very long. Some companies were granted funding quick- ly, while others had problems with documentation. The ini- tiatives promoted for the compensation of PPE purchase expenses were a total failure due to insufficient funds. G.F.: Access to credit in Calabria has always been diffi- cult, today it is more than ever. The banks used the excuse that these concessions could provide resources to suspicious companies. However, these delays led to the termination of small businesses and jobs loss, complications which in turn have negative consequences. What would be appropriate is the healthy part of the Calabrian economy having access to credit quickly, in order to pick up before it is too late. What are the necessary factors for recovery in your region? F.I.: First of all the building residents’ meetings. The conta- gion rate must also be stable for the recovery of commercial activities, as well as the full payment of the temporary un- employment benefit and resuming public works. G.F.: Public works must be restarted and all initiatives re- lated to the development of tourism should be encouraged. Reggio Calabria is one of the rare capitals where citizens can swim in the sea in the city center. Encouraging the re- sources of the territory enticing foreign investors would suffice, as Calabria’s naturalistic heritage and exceptional climate should be exploited. Of course, credit procedures must be streamlined and efficient civil courts reinstated to guarantee credit security. What scenario do you predict for the next few months in your area? FI: Uncertainty in the post-covid era is very high, therefore I don’t believe the scenario will change for the time being. The recovery will be long, but much will de- pend on government decisions. G.F.: As absurd as it may sound, we have an advantage compared to wealthier regions, because Calabria was al- ready struggling. The covid crisis has affected us but not as much as it has other regions. Hopefully the state will engage and lead all of Italy to a much-needed recovery. 50 INTERVISTA DOPPIA d i T I T T I L O PA PA
