12 How great it is that Anacam and Anacam Magazine have dedicated this issue to the theme of the safety and health of workers in the lift sector. Their sensitivity was already clear when they decided to publish two editions of the text that the engineer Paolo Tattoli and myself wrote on the subject. And rightly so, seen that currently safety awareness is high in Italian society, and the many accidents to workers do not go unnoticed. Both the general public’s and magistrates’ attention is certainly not lacking. Recently there have been accidents specifically in the lift sector, so our reflection must be targeted, even though we cannot refer to investigations still in progress (by the way: in Italy investigations are generally too long and public opinion ends up sending them into oblivion. For example, the Mottarone affair which, after the immediate and obvious media response, seems to no longer arouse general attention). But, more specifically, my impression is that in practice we think that security in our country is guaranteed by paperwork. Real accidents in our sector are fortunately rare, so entrepreneurs, and not just the most careless ones, seem focused on protecting themselves with good bureaucratic coverage. Keeping in mind, however, that, as often happens in Italy, where laws are too many and confusing, some issues remain uncertain, up for interpretation by various bodies or perhaps by magistrates, therefore paperwork is hardly “perfect”. In this regard, an example is the discussion as to whether in a place such as a condominium which is conventionally not considered a work place (unless there is a janitor), a DUVRI of the customer or a POS of the maintenance technician is needed, or even of those who do partial modernization works. Perhaps the paperwork could be limited, but someone should explain why, for example, a change of ropes in a home has less bureaucratic requirements than assembling a lift, as if it were less risky. The answer is that every company must in any case have a DVR, a risk assessment document, but it is doubtful whether a document by its gefa piacere che Anacam e Anacam Magazine abbiano voluto dedicare questo numero al tema della sicurezza e salute dei lavoratori nel settore ascensoristico. Questa sensibilità, del resto, è stata già dimostrata con la pubblicazione, non scontata, di ben due edizioni del testo che sull’argomento abbiamo scritto l’ingegner Paolo Tattoli ed io. E non potrebbe essere diversamente, perché oggi la sensibilità sul tema sicurezza nella società italiana è alta, e i tanti incidenti ai lavoratori non passano inosservati. A parte l’opinione pubblica poi, certamente non manca l’attenzione della magistratura. Anche di recente sono avvenuti incidenti specificamente nel settore ascensoristico, per cui la nostra riflessione dev’essere mirata, sia pure che qui non possiamo riferirci ad indagini ancora in corso (en passant: in Italia le indagini sono in genere troppo lunghe e la pubblica opinione finisce col farle cadere nel dimenticatoio. Pensiamo, per esempio, alla vicenda del Mottarone che, dopo l’immediato e ovvio exploit sui mezzi di comunicazione, sembra non destare più l’attenzione generale). Ma, entrando nel merito, la mia impressione è che in concreto si pensi che la sicurezza nel nostro Paese sia garantita dalla carta. Gli incidenti reali nel nostro settore sono rari, per fortuna, per cui gli imprenditori, e non solo i più disattenti, sembrano concentrati sul tutelarsi con una buona copertura burocratica. Tenendo presente però che, come spesso accade in Italia, dove le leggi sono troppe e confuse, alcuni temi restano incerti, affidati a interpretazioni di enti vari o magari della magistratura, quindi la produzione cartacea difficilmente sarà “perfetta”. Un esempio, a tal proposito, è la discussione se in un luogo convenzionalmente non considerato di lavoro come il condominio (a meno che ci sia il portiere), occorra o no un DUVRI del cliente o un POS del manutentore, o anche di chi fa lavori di modernizzazione parziale. Forse si potrebbero limitare gli adempimenti cartacei, però qualcuno dovrebbe spiegare perché, per esempio, un cambio funi in una abitazione debba avere meno attenzione burocratica del montaggio di un ascensore, come se non vi fossero altrettanti rischi.
