I crediti devono essere iscritti secondo il loro valore presumibile di realizzazione. Il valore nominale dei crediti è pertanto rettificato per tenere conto di eventuali perdite previste per inesigibilità, resi e rettifiche di fatturazione, sconti ed abbuoni, e altre cause di minor realizzo. Un fondo di svalutazione è funzionale per tenere conto delle inesigibilità già manifestatasi o ragionevolmente prevedibili al momento della redazione di bilancio. Nella stima del fondo svalutazione crediti si comprendono le previsioni di perdita sia per situazioni di inesigibilità già manifestatesi sia quelle per altre inesigibilità non ancora manifestatesi, ma ritenute altamente probabili. Secondo una logica operativa di analisi dei crediti si sottolinea che l’inesigibilità totale o parziale, certa o presunta (sulla base di elementi oggettivi), come nel caso di debitori falliti o comunque in dissesto, di liti giudiziarie, di contestazioni, di debitori irreperibili deve essere immediatamente registrata come perdita, anche ai fini di una deducibilità piena di un credito tecnicamente non più incassabile, e per il quale, in determinate condizioni, può essere anche emessa la nota di variazione ai fini Iva per il recupero dell’imposta versata. Terminate le premesse teoriche, è opportuno soffermarsi su alcuni aspetti di gestione e di analisi dei crediti, in quanto per una impresa è una attività fondamentale per mantenere un costante livello di flussi positivi di incassi, in modo da poter avere un ciclo finanziario equilibrato. Il rapporto di gestione degli incassi è parametrato con la gestione dei fornitori: l’obiettivo è quello di mantenere un capitale circolante in linea con le dimensioni aziendali. Il capitale circolante è un parametro che consente di valutare quanto l’impresa è esposta verso i propri clienti, in termini temporali per i giorni medi di incassi concessi a 30, 60, 90 giorni o altro, al netto degli impegni per i debiti verso i fornitori, con cui sono state concordate le dilazioni e i termini commerciali per il pagamento delle forniture. Una impresa dovrà investire nel mantenimento di un capitale circolante adeguato con il proprio livello dimensionale (secondo i parametri di fatturato e posizione finanziaria netta), qualora scelga di supportare i propri clienti con condizioni di incasso molto lunghe rispetto ai termini con cui sono pagati abitualmente i fornitori e i servizi a pronti (personale e/o altre spese mensili). In questo contesto gli istituti di credito entrano in gioco con soluzioni di finanziamento del capitale circolante attraverso l’anticipazione dell’incasso dei crediti, con lo sconto delle fatture o delle ricevute bancarie. L’anticipazione bancaria, cioè il debito verso la banca per il finanziamento temporaneo, si chiude attraverso l’incasso dal cliente e in modo ricorrente sarà gestito un flusso di anticipazioni ed incassi durante il mese o l’anno. Qualora un cliente non fosse solvibile e alla scadenza non onorasse con un pagamento il proprio debito, l’impresa si troverebbe in difficoltà, in quanto il mancato incasso non 24 ment: the goal is to maintain working capital in line with the size of the company. Working capital is a parameter that enables the evaluation of the extent of a company’s exposure to its customers, in terms of time for average granted days of collections for 30, 60, 90 days or other, net of commitments for payables to suppliers, with whom the extensions and commercial terms for the payment of the supplies have been agreed. A company will have to invest in maintaining an adequate working capital with its own size level (according to the parameters of turnover and net financial position), if it chooses to support its customers with very long collection conditions compared to the terms with which suppliers and spot services are usually paid (staff and/or other monthly expenses). In this context, credit institutions come into play with working capital financing solutions by anticipating the collection of receivables, with discounts on invoices or bank receipts. The bank advance, i.e. the debt to the bank for the temporary loan, is closed through collection from the customer and a flow of advances and collections will be managed on a recurring basis during the month or year. If a customer fails to honour the debt with a payment upon expiry, the company may experience hardship, as failure to collect would not allow the underlying advance to be covered, generating an outstanding debt which will have to be financially covered with its own means. By analysing the working capital it is clear that monitoring company credits is vital for a company, and must be carried out in a timely manner and above all with quantitative and qualitative analyses. For the company, the credit analysis time and the related corrective actions in the event of anomalies must be prompt and based on its commercial knowledge of the customers. In this regard, it should be noted that the credit recovery formulas implemented by specialized companies often act with a time lag and do not guarantee the total recovery of the collected sums. From a quantitative point of view, internal analyses must be focused on the customer due date which allows for a concise check for each customer of the total open positions and future due dates (for uncollected receivables) and past and missed collections (past accrual date receivables). A joint action between the administrative and commercial department (which has accurate knowledge of customers) must be recurrent as it is appropriate to focus on analysis of estimates, and not only on final balances, with blockages of supplies and/or legal actions or insurance. Even examining the financial statements of thirdparty customers enables an intervention before the issue becomes severe beyond recovery. As mentioned, the financial statements become an objective analysis tool in which the company is subject to examination by its credit institutions and/or financial institutions, and the company itself, as a supplier to its customers, is a scrupulous examiner of its main customers’ financial statements.
