L’esecuzione del progetto, però, è stata ostacolata da numerose vicissitudini di natura tecnica e burocratica. Finalmente, lo scorso 8 aprile, dopo tanti anni di attesa, gli ascensori sono stati inaugurati, consentendo ai cittadini e ai turisti di scoprire e godere del patrimonio artistico, paesaggistico e culturale di quella parte di Napoli. Nel corso degli anni, i residenti dei quartieri interessati hanno più volte manifestato il loro malcontento per i continui ritardi nell’esecuzione del progetto e l’apertura del cantiere. Infatti, prima dell’installazione degli ascensori, il collegamento tra la zona bassa, ricca di attività commerciali, mezzi di trasporto e uno splendido lungomare sul golfo di Napoli, e Monte di Dio era possibile solo utilizzando l’automobile, con notevoli difficoltà di parcheggio in un’area ad alta densità di traffico. Per le persone anziane o con difficoltà motorie, la situazione era ancora più complicata, costringendole spesso a rimanere isolate nei loro appartamenti o a dover dipendere dai familiari per ogni spostamento. Questa condizione di “segregazione” era dovuta al fatto che, nonostante la distanza tra le due zone fosse di poche centinaia di metri, la salita o la discesa erano un ostacolo insormontabile per alcuni. Oltre agli aspetti di accessibilità e mobilità, l’installazione degli ascensori ha anche contribuito a risolvere un importante problema di sicurezza, in particolare durante le ore notturne. Prima, l’area del belvedere era un luogo poco sicuro e mal frequentato, con conseguente minaccia alla tranquillità degli abitanti del quartiere. Oggi, i residenti e i turisti possono muoversi in totale sicurezza tra la zona inferiore del lungomare e la zona superiore del belvedere, proprio grazie alla vigilanza 24 ore su 24 e alla manutenzione delle aree di accesso agli impianti da parte dell’ANM (Azienda Napoletana Mobilità). La realizzazione dei due ascensori di Monte Echia, unitamente all’ultimazione della linea 6 della metropolitana di Napoli, costituisce un importante passo nella direzione di una città più inclusiva e accessibile per tutti. Infatti, grazie alla prossimità tra la stazione della linea 6 e la zona superiore del belvedere, i residenti e i turisti potranno utilizzare facilmente la metro per raggiungere la zona turistica del lungomare e gli altri quartieri della città, senza dover ricorrere all’utilizzo delle automobili. The execution of the project, however, was hindered by numerous technical and bureaucratic vicissitudes. Finally, on 8 April last, after many years of waiting, the lifts were inaugurated, allowing citizens and tourists to discover and enjoy the artistic, scenic and cultural heritage of that part of Naples. Over the years, residents of the concerned neighbourhoods have repeatedly expressed their discontent with the continuous delays in the execution of the project and the opening of the construction site. In fact, before the installation of the lifts, the connection between the lower area, full of shops, means of transport and a beautiful seafront promenade on the Gulf of Naples, and Monte di Dio was only possible by car, with considerable parking difficulties in an area of high traffic density. For the elderly or those with mobility difficulties, the situation was even more complicated, often forcing them to remain isolated in their flats or having to depend on family members for every move. This condition of ‘segregation’ was due to the fact that, although the distance between the two areas was only hundreds of metres, going up or down was an insurmountable obstacle for some. In addition to the accessibility and mobility aspects, the installation of the lifts also contributed to solving an important safety problem, particularly during the night. Before, the belvedere area was an unsafe and poorly frequented place, threatening the tranquillity of the neighbourhood residents. Today, residents and tourists can move in total safety between the lower area of the promenade and the upper area of the belvedere, thanks to the 24-hour surveillance and maintenance of the access areas guaranteed by ANM (Azienda Napoletana Mobilità – ENG: Neapolitan Mobility Company). The construction of the two lifts on Monte Echia, together with the completion of line 6 of the Naples metro, is an important step in the direction of a more inclusive and accessible city for all. In fact, thanks to the proximity between the Line 6 station and the upper area of the belvedere, residents and tourists will be able to easily use the metro to reach the tourist area of the seafront and other parts of the city, without having to use cars.
