25 it serves to check whether the brake remains open, but if a control panel detects an open brake whilst the vehicle is in motion, there is little it can do: the accident is already happening. The problem is different: a failure to open the brake, or only opening it partially, can cause continuous friction, degrade the braking material and, over time, compromise the seal when closed. It is not a question of ‘if’ it will happen, but of ‘when’. This phenomenon did not arise with the UNI 10411 standard. It is inherent in the mechanical nature of the winch: the production of metal blades, attraction by the electromagnet, and possible obstructions that alter opening or closing. The standard addresses a physical phenomenon; it does not invent it. The same applies to electric braking. The introduction of the inverter has led to the widespread belief that the brake is now merely a parking device. Concepts such as emergency stop, 125% load holding capacity or primary safety function are gradually being sidelined. This has led to brakes being adjusted to reduce closing noise, with flywheels that, when the brake is engaged, can be moved manually. Acoustic comfort takes precedence over function – why? Simply because we do not feel the need to fully understand its function. The adjustment of inverter parameters also deserves greater awareness. In open-loop systems, the inverter reacts to the current load: if the overcurrent thresholds are not set correctly, it can compensate for abnormal conditions without the problem becoming apparent. It is not the standard that complicates the system; it is the lack of understanding of the phenomenon. Simply adjust the inverter to the correct motor currents and slightly increase the threshold before it goes into error. Then there is a less visible aspect: the lack of market feedback to component manufacturers. Manufacturers are caught between technical effectiveness and cost pressures. If the market perceives certain devices as ‘extras’, it will tend not to value them. If a problem is circumvented in the field rather than reported, the manufacturer receives no feedback. The standard thus remains isolated, rather than becoming part of a virtuous cycle of improvement. The UNI 10411 standards are therefore not a technical issue. They are a cultural issue. They represent a tool for organising work, systemic prevention, structuring responsibilities and transparency towards the customer. But to fulfil this role, they must be read as such. When the standard becomes an inconvenient answer to questions we do not want to ask ourselves, the problem is not regulatory. It is human. By dint of not asking ourselves questions, we have forgotten why we did certain things. In some case expertise. They organise it. If today the UNI 10411 standards are perceived as a burden, perhaps the issue is not what they prescribe, but the way we interpret them. The market does not have a problem with regulations; it has a problem with its relationship to them. And that is where we need to start again. * V.I.S. Molti tecnici ritengono che serva a verificare se il freno resta aperto, ma, se un quadro rileva un freno aperto in marcia, può fare ben poco: l’incidente è già in atto. Il problema è diverso: una mancata o parziale apertura del freno può generare attrito continuo, degradare il materiale frenante e, nel tempo, compromettere la tenuta da chiuso. Non è questione di “se” accadrà, ma di “quando”. Questo fenomeno non nasce con le UNI 10411. È insito nella natura meccanica dell’argano: produzione di lamelle metalliche, attrazione da parte dell’elettromagnete, possibili interposizioni che alterano l’apertura o la chiusura. La norma intercetta un fenomeno fisico, non lo inventa. Analogo discorso vale per la frenatura elettrica. L’introduzione dell’inverter ha diffuso l’idea che il freno sia ormai solo un dispositivo di stazionamento. Concetti come arresto di emergenza, tenuta al 125% del carico o funzione primaria di sicurezza vengono progressivamente marginalizzati. Si arriva così a trovare freni regolati per ridurre il rumore di chiusura, con volani che, a freno chiuso, si muovono manualmente. Il comfort acustico prevale sulla funzione, perché? Semplicemente perché non sentiamo il bisogno di conoscere appieno la sua funzione. Anche la regolazione dei parametri dell’inverter meriterebbe maggiore consapevolezza. Nei sistemi aperti l’inverter reagisce al carico in corrente: se non si impostano correttamente le soglie di sovrassorbimento, può compensare condizioni anomale senza che il problema emerga. Non è la norma a complicare il sistema; è la mancata comprensione del fenomeno. Basta regolare l’inverter con le correnti giuste del motore e aumentare leggermente la soglia prima che vada in errore. C’è poi un aspetto meno visibile: la scarsa retroazione del mercato verso i componentisti. I produttori si muovono tra efficacia tecnica e pressione sui costi. Se il mercato percepisce determinati dispositivi come “cose in più”, tenderà a non valorizzarli. Se un problema viene aggirato in campo invece che segnalato, il produttore non riceve feedback. La norma rimane così isolata, anziché diventare parte di un ciclo virtuoso di miglioramento. Le UNI 10411 non sono quindi una questione tecnica. Sono una questione culturale. Rappresentano uno strumento di organizzazione del lavoro, prevenzione sistemica, strutturazione delle responsabilità e trasparenza verso il cliente. Ma per esserlo devono essere lette come tali. Quando la norma diventa una risposta scomoda a domande che non vogliamo porci, il problema non è normativo. È umano. A forza di non farci domande, abbiamo dimenticato perché facevamo certe cose. In alcuni casi abbiamo smesso di farle. La norma non sostituisce la competenza. La norma la organizza. Se oggi le UNI 10411 vengono percepite come un aggravio, forse il punto non è ciò che prescrivono, ma il modo in cui le leggiamo.
