Sinteticamente, ogni deviazione dalla norma è possi- bile purché supportata da un’analisi dei rischi che ne sancisca la validità o racchiusa in unmodello approvato. Il sistema normativo delle regole fisse è finito; anche la norma, come la società contemporanea, è diventata fluida. Il controllo periodico è delegato ad organismi certificati, così come un’autocertificazione, supportata da un sistema di quali- tà approvato, sostituisce il collaudo di primo impianto. Il mercato cambia sulla spinta di utenti consumatori sempre più tutelati e consapevoli dei loro diritti; la domanda di traspa- renza è evidente soprattutto nelle condizioni di erogazione del servizio di manutenzione, meglio dire di assistenza tecnica, ad unmezzo di trasporto che ormai ingloba una tecnologia avan- zata ma spesso proprietaria. Ancora una volta i rapporti di equilibrio sul mercato si alte- rano, le nuove installazioni diminuiscono di numero e di ap- petibilità economica, lasciando quindi spazio alle aziende più strutturate, multinazionali, che realizzano rilevanti economie di scala con l’impiego di modelli unificati in un mercato glo- balizzato. Cresce la richiesta di un servizio di qualità che riesca a coniu- gare efficacia, disponibilità, competenza, economicità per un mezzo di trasporto così importante, ma che in un condominio è di tutti e di nessuno; un impianto su cui si investe poco in sicurezza, ma al quale si chiede molto in affidabilità. Il controllo da remoto, l’interfaccia con il telefono, la disponi- bilità dei maggiori parametri di utilizzo sono risultati ormai disponibili ad un’utenza che è abituata al controllo diretto di molti elettrodomestici. Il ruolo di ANACAM si conferma essere importante per di- fendere la professionalità, l’immagine, la presenza di queste aziende che, partite dai garzoni, oggi vedono alla loro guida figli o nipoti, accumunati ancora dalla medesima passione per unmestiere che si evolve. Cosa ne sarà dell’ascensore? Avrà una durata programmata come un elettrodomestico? Di sicuro avrà ancora bisogno di tecnici formati, aggiorna- ti, professionali che garantiscano, come accaduto finora, il trasporto verticale di utenti che poco sanno di cosa succede quando premono un pulsante. The crisis of the 1990s undermined this situation, causing a slow but steady decline in the country’s economy and conse- quently a contraction of the constructionmarket, changing the balance of production quotas for the sector. As was the case with hydraulic traction, the introduction of a new technology that, despite the presence of an electric traction, does not re- quire a machine room, has again changed the composition of market shares in favor of multinational companies. The third important date for the sector is June 1999, with the publication of Presidential Decree 162 which marks a turning point in the formulation of the rules, defining a new approach. In a nutshell, any deviation from the standard is possible as long as it is supported by a risk analysis that confirms its valid- ity or is enclosed in an approvedmodel.The era of a normative system of fixed rules is over; even the norm, like contemporary society, has become fluid. Periodic control is delegated to certi- fied private bodies, while the first installation test is replaced by self-certification, supported by an approved quality system. The market changes under the pressure of consumers who are increasingly protected and aware of their rights; the demand for transparency is clear above all in the conditions of supply of the maintenance service, more precisely of technical assis- tance, to a means of transport that now incorporates an ad- vanced but often proprietary technology. Once again the balance of the market is altered as new instal- lations decrease in number and economic attractiveness, thus leaving room for more structured, multinational companies, which achieve significant scale economies with the use of uni- fied models in a globalized market. There is a growing demand for a quality service that is able to combine effectiveness, availability, competence, low-cost for such an important means of transport which belongs to no one but is shared by everyone inside an apartment building, little is invested in terms of safety, but the expectations of a lift’s reliability are very high. Remote controls and, telephone interfaces for lifts, are now available to users who are used to the direct control of many household appliances. The role of ANACAM is pivotal in upholding professionalism, and the status of companies with children and grandchildren at their helm who share the same passion for an evolving pro- fession. What will become of the lift? Will it have a planned lifespan like a domestic appliance? It will certainly still need trained, updated, professional technicians who will guarantee, as they have to date, the vertical transport of users who are unaware of the complexities behind their pressing of a lift but- ton.
