I would also like to men- tion that almost all of our experts are Italian and that most of them come from Anacam member companies. Over the years, we have faced the daily challenges of SMEs, as well as the challenges that are increasingly affecting our future activities. One of the first battles was the failure to supply, along with the lift, special tools, software and res- cue devices. Although expressly required by the Lift Directive and the Machinery Directive, 81-1/2 did not enforce install- ers to do so, ending up discriminating against component manufacturers, independent installers and maintenance SMEs. We are still engaged in this battle and will continue to be until this obligation is clearly included in EN 81-20, which constitutes the backbone of ISO 8100-2 which will be the reference standard for lifts globally. The Ecodesign Directive 2009/125/EC was another im- portant issue. A longside Anacam, we basically opposed the inclusion of lifts among the products subject to the Direc- tive, believing that the greater burdens borne by companies would not be justified by the limited environmental benefits that would result. Lifts are still excluded from the scope of the 2017/1369 Regulation on energy labelling, but have been included in the product list of the “Working Plan 2016-2019” of the Ecodesign Directive. The basic difficulty is to identify parameters to establish the energy performance of each lift in a reasonably accurate, verifiable and comparable way. The extreme variability of types, uses and technologies makes assessments problematic, but possibly the assessment of the overall environmental impact of lifts for their entire life cycle will be required in the future. It is certain that any type of mandatory prescription for the verification of any energy im- provement of lifts, in accordance with the expectations of the Ecodesign Directive, would have a very negative impact on SMEs, both from an economic and an organizational point of view. Moreover, free competition in the sector has already brought significant improvement in terms of lifts’ environ- mental impact. In recent years, the energy issue related to lifts has diminished, however, given the European Commis- sion’s plan of supporting a green and digital transition, the issue could resurface. The revision of the EN 81 series of standards is crucial fol- lowing the comments directed to CEN by the European Com- mission after the latter’s refusal to publish the references of the new editions in the Official Journal of the European Union. EFESME experts are actively participating in the work of TF HaS - Task Force Harmonized Standards of CEN-TC10 to respond to these comments and modify the contents of the standards accordingly. A step forward has been made with the recent publication of the 2020 edition of the EN 81-20 and EN 81-50 standards, which concludes the first of the three steps envisaged by the European Commission to bring about the complete revision of the EN 81 series standards. Un altro tema importante è stato quello della Direttiva Eco- design 2009/125/CE . Insieme ad Anacam, abbiamo so- stenuto una posizione sostanzialmente contraria all’inclu- sione degli ascensori tra i prodotti soggetti alla Direttiva, ritenendo che i maggiori oneri a carico delle imprese non sarebbero stati giustificati dai limitati benefici ambientali che ne sarebbero derivati. Gli ascensori sono ancora esclusi dall’ambito di applicazione del Regolamento 2017/1369 sull’etichettatura energetica, ma sono stati in- seriti nell’elenco dei prodotti del “Working Plan 2016- 2019” della Direttiva sulla progettazione ecocompatibile. La difficoltà di fondo è individuare dei parametri per sta- bilire il rendimento energetico di ogni ascensore in modo ragionevolmente accurato, verificabile e comparabile. L’estrema variabilità di tipologie, usi e tecnologie utilizza- te, rende queste valutazioni molto difficili ma è ipotizzabi- le che in futuro sia richiesto di valutare l’impatto ambien- tale complessivo anche degli ascensori per tutto il loro ciclo di vita. Certo è che qualunque tipo di prescrizione obbligatoria per la verifica di un eventuale miglioramento energetico degli ascensori, in conformità con le aspettati- ve della Direttiva Ecodesign, avrebbe un impatto molto negativo, sia dal punto di vista economico sia da quello organizzativo, sulle PMI. Del resto, la libera concorrenza nel settore ha già portato sensibili miglioramenti per quanto riguarda l’impatto ambientale degli ascensori. Ne- gli ultimi anni la questione energetica legata agli ascenso- ri ha subito un rallentamento, tuttavia è immaginabile che, visto il piano d’azione promosso dalla Commissione Europea per sostenere una transizione verde e digitale, possa ripartire in qualche modo. È inoltre fondamentale seguire la revisione della serie di norme EN 81 , a seguito dei commenti presentati al CEN dalla Commissione Eu- ropea dopo il rifiuto di quest’ultima di pubblicare i riferi- menti delle nuove edizioni sulla Gazzetta ufficiale dell’Unione europea. Gli esperti EFESME stanno attiva- mente partecipando ai lavori della TF HaS – Task Force Harmonised Standards del CEN-TC10 per rispondere a questi commenti e modificare di conseguenza i contenuti delle norme. Un passo avanti è stato fatto con la recente pubblicazione della edizione 2020 delle norme EN 81-20 ed EN 81-50, che conclude il primo step dei tre previsti dalla Commissione Europea per portare alla completa re- visione delle norme della serie EN 81. Seguendo lo svilup- po tecnologico degli ascensori, EFESME ha poi deciso di affrontare due temi di stringente attualità, la digitalizza- zione e la cybersecurity , studiandone l’impatto sull’attivi- tà delle PMI che spesso non dispongono nemmeno delle competenze digitali di base.
