23 would certainly be faced with a reduction in accidents, even a significant one. Of all the above measures, some, which apparently seem obvious in their application, are sometimes completely disregarded. For example, if the measure relating to information and training of workers is “read” together with the provisions of art. 20 paragraph 2 of the same decree, then the employer should provide the procedures, and instruct workers on how to operate safely, and the latter must observe the provisions and instructions given. Very simple, almost obvious. But is it really so? If, for example, we have to go up to the roof of the lift cabin, we all know, because they have taught us and explained it on several occasions, that the first thing to do, after having applied the out of service signs to all floors and stopped the car with the floor level of the landing on which we are more or less at the same level as the car roof, is to open the landing door with the emergency key and, before climbing on the car roof, activate the emergency stop which, according to the applicable standards, must be within 1 m from the access to the car roof. We all know this, and all “lift” workers must know it, according to the provisions of points n) (adequate information and training for workers) and q) (adequate instructions for workers). Then the lift must be placed under the exclusive control of the technician and then the activity must be switched from normal to maintenance (always following the indications of the applicable standards). The emergency stop, the inspection control station and many other safety devices provided in the lifts are devices (which can be mechanical and electrical) to protect the safety of the technician; some are automatic, others must be managed and operated by the technician himself who must always, under all circumstances, use them as he has been taught. If this is not the case, the risk of injury surely increases, as unfortunately some very serious accidents occurred in recent years show. The safety of lifts therefore greatly depends also on human factors related to the role of the people who deal with the lift itself. The subjects I am referring to can essentially be traced back to three: 1) the user; 2) the installer/maintenance technician; 3) the verifier. If one of these three subjects makes a mistake, forgets something, the consequences can be catastrophic and this in spite of the technical regulations
