lità e non hanno le risorse economiche per migliorare la propria qualità di vita. Non è un caso che il ricorso allo sconto in fattura, in particolare per l’acquisto di poltroncine e servoscala, abbia riguardato in maniera significativa proprio le zone più in difficoltà del Paese. L’accessibilità e la fruibilità non devono essere un lusso ma un diritto. Un altro elemento da non sottovalutare è l’impatto sulle aziende del settore ascensoristico che hanno investito in risorse umane, in macchinari e in tecnologia per far fronte alla richiesta del mercato di nuovi impianti. In questo contesto, è anche difficile spiegare a un produttore straniero che ha fatto degli investimenti in Italia quello che succede. Per dare un segnale forte, Anacam ha pubblicato una lettera aperta il 19 aprile scorso sulle pagine del “Corriere della Sera” chiedendo al Governo di avviare un confronto costruttivo e condiviso, visto il ruolo fondamentale della filiera ascensoristica nella promozione dell’accessibilità in Italia. L’Associazione ha anche inviato una propria memoria alla Commissione Finanze e Tesoro del Senato chiedendo il ripristino di sconto in fattura e cessione del credito per il bonus barriere architettoniche e, nel malaugurato caso in cui ciò non fosse stato possibile, che almeno venissero ammessi a usufruire di tali meccanismi anche gli interventi per cui era necessario un titolo abilitativo e la relativa pratica edilizia non fosse stata presentata prima dell’entrata in vigore del decreto. Se la ratio della norma, infatti, è quella di salvaguardare gli impegni già presi in buona fede dalle parti per la realizzazione dei lavori, non si può escludere nessun intervento per il quale siano già stati firmati i contratti e versati gli acconti, indipendentemente che si tratti di lavori in edilizia libera o che richiedano il suddetto titolo abilitativo. Purtroppo, il Governo non ha voluto rivedere la propria posizione, anzi, nell’iter di approvazione della legge di conversione ha presentato e fatto approvare un emendamento che ha introdotto ulteriori restrizioni. La speranza è che nei prossimi mesi si possa aprire un confronto costruttivo con le Istituzioni affinché si possa ridefinire il quadro delle agevolazioni e renderlo finalmente stabile nel tempo, garantendo il sostegno necessario per gli interventi atti a garantire l’accessibilità degli edifici esistenti, con particolare attenzione alle esigenze delle persone svantaggiate. who live in fragile conditions and do not have the economic resources to improve their quality of life.
