LA decisione del Governo di eliminare la possibilità di sconto in fattura e cessione del credito anche per il bonus barriere architettoniche ha suscitato preoccupazione e perplessità, anche per la modalità e le tempistiche con cui sono state cambiate le regole del gioco. Con il DL n. 39/2024, infatti, il Governo è intervenuto per la terza volta, in poco più di dodici mesi, dopo il DL n. 11/2023 e il DL n. 212/2023, motivando le modifiche con la necessità di ridurre il debito pubblico senza tener conto delle conseguenze per cittadini e imprese. Cosa è cambiato da dicembre a febbraio per il bonus 75%? È evidente che la decisione di estendere la soppressione delle modalità di fruizione alternative alla detrazione anche al bonus per le barriere architettoniche non è stata presa sulla base di un’analisi economica approfondita dei suoi effetti sulla finanza pubblica. Lo dimostra il fatto che la piattaforma telematica dell’Agenzia delle Entrate per la comunicazione delle opzioni è stata aggiornata solo alla fine di febbraio 2024, rendendo impossibile valutare tempestivamente l’impatto delle restrizioni introdotte dal DL 212. Se si fosse attesa qualche settimana in più, sarebbe stato possibile, infatti, osservare una significativa riduzione di questi flussi, visto che la maggior parte dei crediti del 2023 era relativa a interventi quali infissi, bagni e tapparelle. In ogni caso il bonus barriere architettoniche ha avuto un impatto relativamente limitato sul bilancio dello Stato. Le stime di Anacam, supportate dai dati relativi alle cessioni dei crediti delle imprese associate al sistema bancario nel 2023, indicano un importo annuale di circa 250 milioni di euro. Una cifra irrisoria rispetto a quelle del superbonus. Il bonus 75%, che non andrebbe considerato un bonus edilizio ma un importante strumento sociale, ha avuto un impatto significativo sulla vita di molte persone, in particolar modo di anziani e disabili. In any case, the barrier bonus had a relatively limited impact on the state budget. Anacam’s estimates, supported by data on the assignment of credits by member companies to the banking system in 2023, indicate an annual amount of around 250 million euros. The 75% bonus, which should not be considered a building bonus but an important social instrument, has had a significant impact on the lives of many people, especially the elderly and disabled.
