15 management system. It is likely, however, that this number is growing, and it should be borne in mind that our survey may be incomplete. It can be assumed that the majority of companies certified in accordance with quality management have done so not only to organise themselves better and thus guarantee a better product and service for their customers, but have been motivated by an additional element: having procedures in place so that final examinations can be carried out by in-house personnel rather than entrusting them to notified bodies, paying an external cost for each; it is an economically convenient choice when installing a sufficiently large number of lifts. The adoption of additional management systems can also have multiple motivations. Unlike the issue of quality, where there are no mandatory elements, in Italy, as in other developed countries, there are laws on safety, health and environmental management (in particular for waste treatment, as far as non-manufacturing companies are concerned). Knowledge, first and foremost, and compliance with these complex regulations is facilitated by voluntarily placing oneself under the control of a certifying body. A further reason is the fact that the number of qualified customers who, also but not only in order to meet ESG criteria (environment, social, governance), and possibly having to present sustainability reports, extend elements of these procedures to their suppliers, which may include lift operators, is gradually increasing. Do customers recognise a plus for companies with certified quality, safety, environmental, anti-corruption, gender equality systems? In reality, to date it is unlikely that a public or private client would explicitly request such certifications or publicly acknowledge their value. However, as we said, awareness is growing, and public procurers in particular are gearing up to issue tenders that meet CAM (Italian acronym for ‘minimum environmental criteria’), which is now mandatory in at least some cases. Clearly this is not a pressing issue for those who only serve private individuals or small/medium sized condominiums.What is not exactly consistent with this development is the position of component manufacturers and subcontractors in general of lift companies who, despite being on average larger than their customers, do not always have a certified quality management system, and rarely those relating to safety and the environment or others. Among other things, it is paradoxical that manufacturing companies such as component manufacturers seem to set themselves environmental objectives, including energy management, less than lift operators who do not produce fumes or waste water and impact the environment mainly with their car fleet. This deficiency is not a good thing in itself, not least because, if it is true that gradually customers of lift operators are demanding that they have environmental certifications, the demand will necessarily have to be extended in some way to their suppliers. The evolution of the sector, therefore, should be shared, and Anacam, whose members include both lift operators and many of their subcontractors, is working to make everyone aware of these issues. * General Manager Koppel A.W. sto numero stia crescendo, e va tenuto presente che la nostra indagine potrebbe essere incompleta. Si può ritenere che la maggioranza delle aziende certificate secondo la gestione della qualità l’abbia fatto non solo per organizzarsi meglio e garantire così un migliore prodotto e servizio ai suoi clienti, ma sia stata motivata da un elemento ulteriore: disponendone si possono esperire procedure tali da poter eseguire gli esami finali con personale interno all’azienda, anziché affidarli ad Organismi notificati, pagando un costo esterno per ognuno; è una scelta economica conveniente quando si installa un numero sufficientemente rilevante di ascensori. Anche l’adozione di ulteriori sistemi di gestione può avere molteplici motivazioni. Diversamente dal tema della qualità, dove non esistono elementi cogenti, in Italia, come negli altri Paesi sviluppati, esistono leggi in tema di sicurezza, salute e gestione ambientale (in particolare per il trattamento dei rifiuti, per quanto riguarda le aziende non manifatturiere). La conoscenza, prima di tutto, e il rispetto di queste complesse normative è facilitato dal fatto di porsi volontariamente sotto il controllo di un Ente certificatore. Un ulteriore motivo è il fatto che progressivamente sta aumentando il numero di clienti qualificati che, anche ma non solo per rispondere a dei criteri ESG (ambiente, sociale, governance), ed eventualmente dovendo presentare bilanci di sostenibilità, estendono elementi di queste procedure ai loro fornitori, tra i quali possono esserci gli ascensoristi. I clienti riconoscono un plus alle aziende con sistema certificato di qualità, sicurezza, ambiente, anticorruzione, parità di genere? In realtà ad oggi è improbabile che un cliente pubblico o privato richieda esplicitamente tali certificazioni o ne riconosca pubblicamente il valore. Tuttavia, come dicevamo, la sensibilità è crescente, e le committenze pubbliche in particolare si stanno attrezzando per fare gare che rispondano ai CAM (Criteri Minimi Ambientali), ormai obbligatori almeno in alcuni casi. Chiaro che questo non è un tema pressante per chi serve solo privati o condomini di dimensioni piccolo/medie. Elemento non proprio coerente con questa evoluzione è la posizione dei componentisti e subfornitori in genere delle aziende ascensoristiche che, pur essendo mediamente di dimensioni maggiori dei loro clienti, non sempre hanno un sistema di gestione della qualità certificato, e raramente quelli relativi alla sicurezza e all’ambiente o altri. Tra l’altro è paradossale che aziende manifatturiere come sono i componentisti sembrino porsi obiettivi di carattere ambientale, ivi compresa la gestione dell’energia, meno degli ascensoristi che non producono fumi o acque reflue e impattano sull’ambiente prevalentemente col parco auto. Questa carenza non è un bene di per sé, anche perché, se è vero che gradualmente i clienti degli ascensoristi stanno chiedendo a questi di disporre di certificazioni ambientali, necessariamente la richiesta si dovrà estendere in qualche modo ai loro fornitori. L’evoluzione del settore, quindi, dovrebbe essere condivisa, e Anacam, che vede soci sia ascensoristi che molti loro subfornitori, sta adoperandosi per sensibilizzare tutti su questi temi. * Direttore generale Koppel A.W.
