In Italy, the organisation and management of examinations for the release to lift technicians of the licence as lift maintainer are very uneven. Prefectures do not always manage to convene the necessary commissions to hold the examinations, and when they do, they are often restricted to residents of that specific region. Some commissions have extremely high rejection rates, others are more balanced. This unevenness makes the path to obtaining the licence uncertain, and further aggravates the problem of technician turnover, which is already hindered by the lack of young people interested in pursuing a career in our sector. After more than 30 years of stalemate, we managed to organise two exam sessions in Turin with excellent results. The first session took place between 2021 and 2022, involving 200 candidates at regional level. Given the positive results, the Turin Prefecture decided to expand the scope of the exam, opening it up to candidates from all regions for the 2024 session. The latter saw the participation of no less than 350 candidates. A further innovation introduced in Turin was the immediate delivery of the licence directly on site at the end of the examinations. A SUCCESSFUL MODEL IN TURIN Turin represents an example of how the organisation of licence examinations could be handled. The key to success lies in the creation of a synergetic working group involving the Prefecture of Turin, the Unione Industriali di Torino, and the technical private sector. Thanks to this collaboration, the result of long and fruitful work, we have developed an effective and replicable model. The examinations were held in a single location, at the Aula Magna of the Unione Industriali di Torino, where a lift was also made available for the practical tests. Inside the latter, a system circuit interface device was set up to simulate different types of faults and thus test the technical preparation of the candidates, who were supported by expert technicians the entire time. This approach also made it possible to organise comprehensive and well-structured examinations, with a balanced division between theory and practice. The contribution of the examining board, made up of high-level professionals from various fields, which assessed the candidates with extreme professionalism, was invaluable. FUTURE PROJECTS AND CHALLENGES Looking to the future, we are considering the transition from a paper format of the licence to an electronic card with a microchip that will contain all the data of the licensed technician. This innovation will make the licence more secure, easily updatable, and better adapted to modern needs. Among the objectives is also the creation of a database of licensed lift maintainers, similar to the one that exists for driving licences. Such a system would make it easy to check the credentials of technicians, helping to ensure greater transparency in the sector.
