WHAT DATA DOES THE LICENCE CONTAIN The licence contains the data of the licence holder, the personal data of the person applying for the licence, the date of issue and the licence number, the score given at the time of issue and the updated score at the time that certain licence is searched for on the portal, any suspension and final measures. THE CREDIT SYSTEM The licence, as mentioned, has an initial score of 30 credits that can be increased up to the maximum threshold of 100 credits thanks to virtuous behaviour such as the adoption of certified safety management systems; the endorsement of the Health and Safety Organisation and Management Model; additional training for workers, especially foreign workers; and technological investments to improve safety. In addition, the company’s historicity, attested by the date of registration with the Chamber of Commerce when the licence is issued, awards up to 10 credits. In addition, the licence score is increased by one credit for each two-year period following the granting of the licence, up to a maximum of 20 credits. The credit increase is provided for companies that comply with a series of requirements related to training, certification and investment in safety. PENALTIES AND LICENCE REVOCATION Companies found without a licence or with a lower score than the minimum allowed will be subject to an administrative sanction of 10% of the amount of the works (minimum EUR 6,000) and exclusion from public works for six months. In the case of the production of false self-certifications/substitute declarations, on the other hand, there are criminal sanctions in addition to the revocation of the licence. Twelve months after revocation, the company or self-employed worker may apply for a new licence. SUSPENSION OF LICENCE In the case of accidents resulting in absolute or partial incapacity, INL may decide, as a precautionary measure, to suspend the licence for up to twelve months. In the event of the death of the employee, suspension is mandatory. CONTRACTOR’S OBLIGATIONS The contractor or the person in charge of the works must verify that all the companies and self-employed workers involved, including in cases of subcontracting, are in possession of a licence or the equivalent document or the SOA qualification certificate for companies that are not required to hold a credit licence.
