Tecnicamente la misura proposta consente un incremento del costo fiscalmente deducibile, rafforzando la capacità delle aziende di pianificare interventi di ammodernamento e innovazione in una prospettiva di medio-lungo periodo. L’effetto non è simile a un credito d’imposta, ma a una maggiore riduzione delle imposte dovute sul risultato di esercizio. Ecco le aliquote di riferimento relative alle classi di investimento: • per investimenti tra zero e 2,5 milioni di euro la deduzione Ires è del 180% che significa un beneficio sul valore dell’investimento del 43,2%; • per investimenti tra 2,5 milioni e 10 milioni di euro la deduzione Ires è del 100% che significa un beneficio sul valore dell’investimento del 24,0%; • per investimenti tra 10 milioni e 20 milioni di euro la deduzione Ires è del 50% che significa un beneficio sul valore dell’investimento del 12%. In base alle disposizioni introdotte, sono agevolabili gli investimenti effettuati dal 1° gennaio 2026 al 30 settembre 2028 in beni industriali tra cui: • beni materiali e software 4.0 interconnessi (incluse soluzioni avanzate per intelligenza artificiale, cybersecurity, connettività industriale, gestione dei dati e dei flussi energetici); • impianti per la produzione di energia rinnovabile destinata all’autoconsumo, inclusi i sistemi di accumulo, nella misura in cui risultino integrati e funzionali al processo produttivo. Si ricorda che l’ampliamento degli allegati tecnici consente alle imprese di includere infrastrutture digitali strategiche, rafforzando l’allineamento tra incentivi fiscali e processi di trasformazione tecnologica. UNO STRUMENTO COLLAUDATO: LA SABATINI PER GLI INVESTIMENTI Il rifinanziamento della storica legge Sabatini garantisce continuità a uno degli strumenti più efficaci per sostenere gli investimenti delle PMI in beni strumentali, quali macchinari e impianti. L’agevolazione consiste in un contributo a fondo perduto fino al 10%, riconosciuto a fronte di un finanziamento bancario o leasing, che riduce in modo significativo il costo complessivo dell’investimento. Per le piccole imprese la legge Sabatini si conferma uno strumento particolarmente efficace, in grado di garantire un minore costo del capitale, una maggiore liquidità disponibile e un accesso al credito a condizioni più favorevoli, rendendo sostenibili i programmi di investimento senza compromettere la liquidità aziendale. UN SUPPORTO ALLA CRESCITA INTERNAZIONALE Le misure SIMEST, società del gruppo Cassa Depositi e Technically, the proposed measure allows for an increase in tax-deductible costs, strengthening companies’ ability to plan modernisation and innovation projects with a medium- to long-term perspective. The effect is not similar to a tax credit, but rather to a greater reduction in the tax due on the profit for the financial year. The reference rates for the investment categories are: • for investments between zero and 2.5 million euros, the IRES (Imposta sul Reddito sulle Società = Corporate Tax) deduction is 180%, which represents a benefit of 43.2% on the value of the investment; • for investments between €2.5 million and €10 million, the IRES deduction is 100%, which equates to a benefit of 24.0% on the value of the investment; • for investments between €10 million and €20 million, the IRES deduction is 50%, which equates to a benefit of 12% on the value of the investment. Under the provisions introduced, investments made between 1 January 2026 and 30 September 2028 in industrial assets are eligible for relief, including: • interconnected tangible assets and Industry 4.0 software (including advanced solutions for artificial intelligence, cybersecurity, industrial connectivity, data management and energy flow management); • renewable energy generation facilities for self-consumption, including storage systems, provided that they are integrated into and functional for the production process. It should be noted that the expansion of the technical annexes allows companies to include strategic digital infrastructure, thereby strengthening the alignment between tax incentives and technological transformation initiatives. A TRIED-AND-TESTED TOOL: THE SABATINI LAW FOR INVESTMENT The renewal of the historic Sabatini Law ensures the continuity of one of the most effective tools for supporting SME investment in capital goods, such as machinery and installations. The scheme consists of a non-repayable grant of up to 10%, awarded against a bank loan or lease, which significantly reduces the overall cost of the investment. For small businesses, the Sabatini Law remains a particularly effective tool, capable of ensuring lower capital costs, greater available liquidity and access to credit on more favourable terms, making investment programmes sustainable without compromising the company’s liquidity.
