63 Prestiti, rappresentano un sistema articolato di strumenti a supporto dei progetti di crescita internazionale delle imprese italiane, consentendo di agevolare fino al 100% delle spese sostenute per l’ingresso e il consolidamento sui mercati esteri. Tra le principali linee di intervento rientrano le misure a sostegno di: • transizione digitale ed ecologica; • accesso ai mercati strategici, in particolare India, Sud America, Africa e, dal 14 gennaio 2026, anche gli USA; • partecipazione a fiere ed eventi internazionali; • investimenti in e-commerce; • inserimento temporaneo di figure specialistiche come export manager o temporary manager; • spese per certificazioni e consulenze, spesso determinanti per operare efficacemente sui mercati esteri. La misura prevista dalla legge combina un contributo a fondo perduto pari al 10% dell’investimento, fino a un massimo di 100.000 euro, che può salire al 20% fino a 200.000 euro per le imprese del Sud, le PMI innovative e le start-up innovative, con un finanziamento pubblico a tasso vicino allo zero, della durata di sei anni, destinato a investimenti di almeno 10.000 euro. La qualifica di esportatore abituale delle imprese è superata anche in modo indiretto, in quanto possono beneficiarne anche le imprese che hanno rapporti commerciali con aziende che sono impegnate sui mercati esteri. L’intervento accompagna le imprese nell’inserimento in questo mercato, favorendo progetti strutturati e sostenibili e prevedendo che almeno il 60% delle spese ammissibili sia destinato a interventi legati alla sostenibilità, all’innovazione e al rafforzamento patrimoniale. CREDITO D’IMPOSTA PER RICERCA, SVILUPPO E DESIGN Il credito d’imposta ricerca e sviluppo rappresenta una leva fiscale fondamentale per sostenere gli investimenti delle imprese nello sviluppo e miglioramento di prodotti e processi. Questo strumento consente di ridurre il costo complessivo dei progetti di innovazione, trasformando una parte delle spese sostenute in risparmio fiscale pari al 10% delle spese ammissibili. Il credito d’imposta per il design agevola attività di design e ideazione estetica. Il design rappresenta una componente strategica dello sviluppo di prodotto, in quanto incide direttamente sulla differenziazione, sul valore percepito e sul posizionamento competitivo dell’offerta, soprattutto nei settori manifatturieri e del made in Italy. La Legge di Bilancio riconosce alle imprese che svolgono attività di design e ideazione estetica un’aliquota maggiorata al 10%, allineata a quella prevista per il credito d’imposta ricerca e sviluppo. Questo rafforzamento rende il design una leva fiscale più efficace, consentendo alle imprese di sostenere in modo equilibrato sia la componente tecnica sia quella progettuale dei measures to assist with: • digital and green transition; • access to strategic markets, in particular India, South America, Africa and, from 14 January 2026, the USA as well; • participation in international trade fairs and events; • investments in e-commerce; • temporary recruitment of specialist staff such as export or temporary managers; • costs for certifications and consultancy, which are often crucial for operating effectively in foreign markets. The measure provided for by the law combines a non-repayable grant equal to 10% of the investment, up to a maximum of €100,000, which can rise to 20% up to €200,000 for businesses in the South, innovative SMEs and innovative start-ups, with a public loan at a near-zero interest rate, with a six-year term, intended for investments of at least €10,000. The requirement for businesses to be classified as regular exporters is also met indirectly, as businesses that have commercial relationships with companies operating in foreign markets are also eligible. The scheme supports businesses in entering this market, promoting structured and sustainable projects and stipulating that at least 60% of eligible expenditure must be allocated to initiatives related to sustainability, innovation and capital strengthening. TAX CREDIT FOR RESEARCH, DEVELOPMENT AND DESIGN The Research and Development Tax Credit is a key fiscal incentive designed to support business investment in the development and improvement of products and processes. This scheme reduces the overall cost of innovation projects by converting a portion of the expenses incurred into tax savings equivalent to 10% of eligible expenditure. The Design Tax Credit facilitates design and aesthetic conception activities. Design is a strategic component of product development, as it directly influences differentiation, perceived value and the competitive positioning of the product offering, particularly in the manufacturing and ‘Made in Italy’ sectors. The Budget Law grants companies engaged in design and aesthetic conception activities an increased rate of 10%, aligned with that provided for the Research and Development Tax Credit. This enhancement makes design a more effective tax lever, enabling companies to support both the technical and design components of innovation processes in a balanced manner, without increasing the overall tax burden. In this case, it is an actual credit that will be used to offset other payments. CONCLUSIONS The examples taken from the Finance Act are merely a summary of the provisions that may benefit businesses with growth and consolidation plans.
