24 DISABILITY, evacuation and lifts: critical issues and possible strategies DISABILITÀ, evacuazione e ascensori: criticità e possibili strategie L’ EVACUAZIONE degli edifici in caso di emergenza è un tema molto rilevante, in particolare per le persone con mobilità limitata a causa dell’età o di altri fattori, le quali potrebbero trovarsi nell’impossibilità di utilizzare le scale in caso di necessità. Nemmeno la presenza di ascensori accessibili, e cioè che rispondano ai requisiti di dimensioni minime della cabina e delle porte d’accesso secondo la norma UNI EN 81-70, risulta risolutiva in caso di incendio o terremoto dal momento che gli impianti non possono essere utilizzati in situazioni di emergenza, come spesso indicato da cartelli appositamente applicati. E vedremo che questa prescrizione ha senso. Normalmente, infatti, in edifici residenziali o per uffici di altezza non elevata, l’ascensore non ha alcuna caratteristica per essere usato né durante un incendio, né in altro caso di emergenza, quale un terremoto. Tutti gli ascensori installati dal 2005 dovrebbero rispondere alle specifiche della UNI EN 81-73 “Comportamento degli ascensori in caso di incendio”, pubblicata di recente nella nuova edizione del 2020. Si tratta di una norma poco conosciuta e spesso confusa con la UNI EN 81-72 che tratta degli ascensori per pompieri. La norma prevede che gli impianti, quanto meno quelli con porte automatiche, siano dotati di un dispositivo di richiamo per cui in caso di incendio essi devono mettere in atto una certa procedura. The standard stipulates that lifts, at least those with automatic doors, must be equipped with a recall device so that in the event of a fire they must implement a certain procedure. This is a fairly simple manoeuvre, but it requires a condition that does not always occur, namely that there is a fire detection system in the building or at least a switch at its entrance that allows a guard to initialise it if necessary.
