ANACAM MAGAZINE - n. 3 luglio | settembre 2026

During the session, the 2025 final accounts and the 2026 budget, presented by ANACAM’s Administrative Secretary, Antonio Ciani, with the support of Cristina Ragazzi, a member of the ANACAM Audit Committee, were also unanimously approved. 4 PER CENT VAT AND ARCHITECTURAL BARRIERS: THE CRUX OF THE DISPUTES Among the key topics discussed at the General Meeting was the application of the reduced 4 per cent VAT rate to works aimed at removing architectural barriers. Riccardo Di Salvo, a partner at Studio Pirola, provided an overview of the legal disputes that have involved various companies in the sector in recent years, focusing in particular on the relationship between tax legislation and the technical requirements set out in Ministerial Decree 236/1989. According to Di Salvo, the tax legislation does not contain an explicit reference to the decree, and the application of the reduced rate should therefore be assessed by considering, first and foremost, the specific purpose of the works, namely the ability to remove or reduce an architectural barrier and improve the building’s accessibility. This interpretation has been confirmed by the recent judgement no. 97 of the Court of First Instance for Tax Matters in Pisa, which recognised the applicability of the reduced tax rate without automatically making the tax benefit conditional upon compliance with the technical requirements of Ministerial Decree 236/1989. The discussion also highlighted the need to move beyond fragmented initiatives and tackle the issue through coordinated action within the sector, strengthening ANACAM’s role in dialogue with the tax authorities and the institutions. ACCESSIBILITY: DIALOGUE WITH THE INSTITUTIONS A significant gesture of openness came from Massimo Sessa, President of the Higher Council for Public Works, who spoke via telephone during the proceedings. Sessa acknowledged the role and value of lift companies in making buildings genuinely accessible, expressed his willingness to set up an institutional round table on the subject of accessibility, and invited ANACAM to continue the dialogue in Rome. INTERNATIONAL TRADE FAIRS: EXPERIENCES AND UPCOMING EVENTS A specific section was devoted to international trade fairs, featuring a round-table discussion moderated by Elettra Bilibio, policy adviser at EFESME, who provided an overview of the sector’s key events and gave a platform to the experiences gained abroad by a number of member companies. On the European front, the next edition of Interlift was presented, scheduled to take place in Nuremberg from 12 to 15 October 2027. Mention was also made of The El60 ASSOCIAZIONE
