Anacam 2022: Minister Orlando writes to President Codebò

A large session of Anacam 2022 was dedicated to the topic of safety in the elevator sector with a focus on subcontracted work.
In view of the government's commitment to combat the accident phenomenon, with particular attention precisely to the risks connected with subcontracted activities, and to incentivise supervisory activities in the field of occupational health and safety, Anacam extended an invitation to the Minister of Labour and Social Policies Andrea Orlando to attend the 51st National Assembly. Due to 'concurrent and non-derogable government commitments', the Minister was unable to attend the assembly proceedings but sent a letter to President Codebò thanking him for the invitation. Orlando acknowledged the important role played by member companies in guaranteeing 'mobility to people and in particular to those with the greatest fragility'.
'Your work is precious,' the minister wrote, 'and the safety of the facilities you deal with is also precious for the common good. I also thank you because in your letter of invitation you recognised the commitment promoted by the Government in the area of safety in the workplace'.

The Minister then went into detail about the activities carried out by his Ministry in recent times. ‘In recent months,' the letter reads, 'we have strengthened inspection activities by increasing the number of staff on duty and the powers of the Inspectorate, also by tightening the suspension and sanctioning measures. We are also proceeding with the implementation of information coordination through the final implementation of the SINP (national information system for prevention in the workplace). Other regulations have been dedicated to improving training, strengthening the role of the person in charge, introducing (for the first time in our country) the obligation of training and updating for the same employer, the obligation of prior notification to the Inspectorate of occasional work, including self-employment, and greater involvement of joint bodies in the field of training'.

Referring to subcontracted work, Orlando specified that 'As in the sectors with the highest incidence of exploitation phenomena, it is necessary to bring under control those contractual operations of fragmentation in the area of contracts and subcontracts of mere labour. And here I recall what was recently provided for in Decree-Law No. 77/2021 with regard to the regulation of contracts in the public sector with the provision that ‘the subcontractor, for the services subcontracted, must guarantee the same quality and performance standards as those laid down in the contract.’ We must continue along this path of strengthening safety and transparency measures'.
